This looks like a fun bright red and black Dalek style stretch cotton dress which seems to be in junior sizes. There are some different colors of these dresses available and you could search for different color options over on the site.
Alternatively, you can always try an auction site to try and find them. I happen to like the look of this red one because that is my favorite color Dalek. Red is a color that stands for danger and this really suits these alien creatures perfectly.

There are also some other fantastic fashion clothes and accessories based on this BBC sci fi series for females and women in particular.
I can't find them now but there were a tight pair of stretch leggings which featured a red Dalek across one leg and the word Exterminate on the other. They looked totally geeky and awesome. You may be able to hunt them down on an auction site.
One great costume piece like some leggings should be enough to pair up with a plain top and a pair of totally wicked heels. Women especially have a lot of choice in what to wear to comic conventions or for Halloween parties and events with this theme.
