We love anything that is Tardis related. This is one Halloween or cosplay costume that should really help to get you noticed. It comes in the typical Doctor Who color of blue and it looks to be brilliantly designed.
Across the waist band is the Police Public Call Box sign then beneath that are the windows of the space and time travel machine as well as the Pull to Open message. So it looks to be really great on the detail.

Since this is a shorter length dress, how cute would it look teamed up with some matching Police Box knee socks. The darker blue looks like it would work very well to complement the color of the dress waistband.
With the socks and a dress you have a very sassy style really easily. There are different styles of socks from ankle to knee to over the knee to choose from.

Who's your favorite Doctor? Mine is David Tennant and I just love the look of this very cute little number which is based on his awesome and unique Timey Wimey look. The 10th Dr had a very cool style which was to mix his very smart pinstripe suits in brown and blue and a formal tie with pairs of converse sneakers.
Sometimes he'd wear what's known as a Hero Coat over the top which was basically a long brown trench coat, and this would sweep behind him when running. This dress costume mimics the design of his tie, brown pinstripe suit and his long trench coat all in one.

I would not go for the model's footwear with this dress. I call these Clara boots since they look like the style that the companion Clara Oswald would wear. That's not what you want to really dress like David Tennant's Dr Who.
This character wore converse sneakers and if you can get them in a cream or a red color, that would be much more in keeping with the actual look that you need.
Specs are good. The 10th incarnation of the Time Lord made glasses look sexy. He wore a square rimmed tortoiseshell pair when he wanted to look brainy and he also wore a fun 3D pair of glasses in one of the episodes. So they are a fun addition to a female Doctor Who costume.
If you want another cool accessory, look for a 10th Dr Sonic Screwdriver which has a silver colored casing and a blue light at the top. The blue light is important because you'll totally ruin your whole Who cred at a costume event if you get the wrong color.

Another fun character to dress as is the 4th Doctor, Tom Baker. He is one of the most recognizable of the Time Lord regenerations and a firm favorite for a lot of fans. He was indeed my favorite until David Tennant came along.
This product photo is actually for his hat which is a pretty essential costume piece but you can also see just how good the model looks by also donning his iconic striped scarf and some matching arm warmer style long gloves.
I love this whole look with this colorful custom made scarf. Everyone will know who you are and you can get away with a plain top and pant set to wear with the very colorful and cute accessory.
If you did want to add anything else, look for his sonic screwdriver which has a weird looking telescopic shaft with silver colored casing and a red unlit top.
Another accessory that this Doctor was very fond of were his jelly baby candy sweets and he'd offer strangers a jelly baby which was quite an eccentricity. So I'd incorporate that into your outfit somehow.

The final look is one based on The Doctor's oldest and deadliest villain, the Daleks. There are lots of different colored versions of this character which is also reflected in the dresses that you can buy.
I love the look of this gold color design which should make you look far more important than the rest. It looks more cute than evil but I love the Dalek dots around the bottom skirt.

A pair of sturdy ankle boots for footwear would add a bit of a rock chick vibe and you could add some mean looking black leather cuff bracelets too. You could also opt for a red or black version if you wanted an edgier and more menacing design.
Alternatively, you could team up a Dalek tee with a striking pair of matching leggings. I've seen some that have EXTERMINATE emblazoned down the side. They do look very cool indeed.
For matching accessories, there are cool looking beanie hats which have the evil eye stalk pattern which looks menacing. And there are some Dalek arm warmers too. For a brilliant finishing touch, look for a sound effect keychain. This has the Daleks screaming out their favorite phrases, then people can hear you coming as well as see you.
